In continuation of the topic about the combined / separate spelling of NOT (see: Russian speech. 2002. N 4) in this article we will focus on words that are not used without NOT. Such words can be divided into three groups: first, personal verb forms, second, adverbs and their derivatives, and third, individual words.
Verbs that are not used without NOT include the following:: do not get well, do not get enough, do not fail, do not wait, do not say hello, do not go well, do not get tired(those), do not tea. Some of these verbs have been preserved in one or more forms, while others are free to form. There are also such verbs, the use of which is NOT limited without, or the use of any lexical and syntactic variant is limited: do not see a nice friend (see a nice friend), do not slow down to appear (slow down to appear). The spelling of these words is not in doubt among the writers. The lack of use of the word without is NOT the main criterion, and writers do not make mistakes, although dictionaries do not provide for separate spelling of these verbs.
Among the adverbial parts, words that are not used without NOT received different spelling codification. Some of them have come to the attention of spellers, and their combined spelling has already been fixed, for others, the combined spelling is still considered erroneous, and others have not yet come to the attention of codifiers.
So, reluctantly, it is considered an adverb, which explains its combined spelling. Dictionaries give two spellings for the word (not)hesitating: merged for the adverb and separate for the gerund (example from the Orthoepic dictionary: don't hesitate for a minute).
