In 2010, the Center for Research on General Problems of the Modern East (hereinafter-CIOPSV), established at the Institute of Oriental Studies of the Russian Academy of Sciences a year earlier, launched a research project on security. First of all, a detailed project concept was prepared, according to which the process of its implementation was supposed to be made two-stage. The first stage was to be a compact field interdisciplinary seminar "Security as a value and norm: the experience of different epochs and cultures", the second-preparation and holding of the international conference "Security in the West, in the East and in Russia: ideas and concepts"at the Institute of Internal Affairs of the Russian Academy of Sciences. At the final stage of each stage, it was planned to publish the materials of the seminar and conference.
During the first stage, two main tasks were to be solved. First, "run-in" in the form of reports, followed by a detailed discussion of each set of research subjects. Secondly, to discuss the concept again in order to adopt its final version, which was supposed to be the organizing basis of the conference. It was thoroughly discussed with the participants of the seminar held in November 2011 in Suzdal, finalized and formed the basis for an information letter about the planned conference.
